Bio

Jenna’s practice encompasses all aspects of municipal, land use planning and development law.

Jenna has a unique dual expertise as an experienced municipal lawyer, as well as a commercial leasing lawyer, enabling her to provide specialized advice and representation to both private and public sector clients on all aspects of commercial real estate development.

Jenna acts for municipalities and private developers on a broad range of land use planning and development matters, including Planning Act applications and approvals, development agreements, land acquisition, and Ontario Land Tribunal appeals. Her expertise also extends to commercial leasing, where Jenna represents commercial, retail, office and industrial landlords and tenants in a variety of commercial leasing matters. She also negotiates and finalizes a variety of property-related agreements, including property management, telecommunications, licence, and building services agreements.

Prior to joining the firm, Jenna was the City Solicitor and Director of Legal Services for the City of Kingston. Drawing from her extensive municipal law experience, Jenna also provides strategic advice to municipalities on a broad range of municipal and regulatory issues, including drafting and enforcement of by-laws, Ontario Heritage Act matters, land acquisition and disposition, freedom of information requests, media relations, and other municipal governance matters.

Jenna has appeared before municipal councils and committees, as well as the Ontario Land Tribunal. She is a frequent speaker on municipal law and commercial leasing issues in Ontario. She has written for many publications, led workshops and served as a contributor to the Law Society of Ontario’s Six-Minute Municipal Lawyer program, the Real Estate Strategy and Leasing Conference and the International Council of Shopping Centers Law Conference.

Jenna was recently recognized by the Kingston Economic Development Corporation as a 2024 Kingston Young Professionals 40 Under 40 Award winner.

Jenna received a B.A.H. (Linguistics) from Queen’s University in 2007 and her JD from Osgoode Hall Law School in 2011. Jenna was called to the Ontario Bar in 2012.
